Public Administration Agencies

  • State Chancellery - State Chancellery’s mission is to support the Government of the Republic and the Prime Minister in policy drafting and implementation.
  • Estonian Land Board - This agency implements the land policy of the Government of Estonia
  • Estonian Technical Surveillance Authority - This authority conducts national safety surveillance, market regulation and development in a variety of fields, including electronic communications.
  • Data Protection Inspectorate -  Data Protection Inspectorate guards the principles set by the Personal Data Protection Act. The main task of the Data Protection Inspectorate is the implementation of the independent supervision over the legality of processing personal data and keeping databases, as well as organizing data protection activities. They also report to higher institutions and penalize in case of misbehaviour. In addition to the abovementioned, Data Protection Inspectorate accomplish supervision over the Public Information Act.
  • Classifications Centre -  Statistics Estonia hosts the list of classifications there. English versions of Estonian national classifications are presented. Links to some international classifications can also be found.

State Agencies and Foundations

  • Estonian Informatics Centre - It was established by the Estonian government to solve the main IT problems common for several state organisations and to arrange the work of the state's information systems. The Estonian Informatics Centre is an implementing body in general coordination of state information policy and public sector IT development.

    The Estonian Informatics Centre, which is a subdivision of the Ministry of Economic Affairs and Communications , is responsible for the coordination and implementation of the development of state registers, computer networks and data communication, standardisation, IT public procurement, monitoring Estonian IT situation, etc.
  • Centre of Registers and Information Systems - Centre of Registers and Information Systems (RIK) is a state agency working under the Ministry of Justice. RIK’s main function is to develop and administrate the registers and infosystems in the government area of the Ministry of Justice and to provide communication and info technological services.
  • Estonian Educational and Research Network - The Estonian Educational and Research Network (EENet) is a governmental non-profit organization that was established in August 1993 with the task of managing, coordinating and developing the computer network of science, education and culture. In 2007 there are approximately 140,000 end-users of the network, including researchers, university students, teachers and school pupils. The network covers most of the counties in Estonia. As a state-owned institution, EENet offers its services to the educational, scientific and cultural establishments located in Estonia. The other important requirement is that the establishment must refrain from commercial activities within the educational and research network. EENet also manages Estonia's top level domain (.ee).
  • Estonian Environment Information Centre - This organization aims to collect, process and generalise data on Estonian nature, state of environment and the factors influencing it. The Information Centre provides reliable environmental information for Estonia’s decision-makers, public both in Estonian and abroad, and for various organisations.
  • Archimedes Foundation - Archimedes Foundation is an independent body established by the Estonian government in 1997 with the objective to coordinate and implement different EU programmes and projects in the field of training, education, research, technological development and innovation.
  • Estonian Information Technology Foundation -  This is a non-profit organisation founded by the Estonian Republic, Tartu University, Tallinn Technical University, Eesti Telekom and the Association of Estonian Information Technology and Telecommunications Companies. EITF's aims are to assist in preparation of the highly qualified IT specialists and to support information and communication technology-related development in Estonia. For these purposes the Foundation established and manages the Estonian IT College and adminsters the National Support Program for ICT in Higher Education "Tiger University." 
  • Tiger Leap Foundation -  The Tiger Leap programme is a national specific programme launched by the Estonian Government with an aim to increase Estonian school education quality utilizing modern information and communication technology. The programme is funded from the national budget via Ministry of Education. By today the Tiger Leap programme 1997–2000 and Tiger Leap Plus development plan 2001–2005 have been put into practice. Focus of the Learning Tiger development plan 2006-2009 is mainly on e-learning and various e-learning related content services development. Main objective of this development plan is to increase curriculum quality and effectiveness utilizing ICT and introducing e-learning as a part of daily curriculum.  
  • See the World Foundation (Vaata Maailma in Estonian).- this foundation was founded in 2001 with a goal to increase the number of Internet users. Today the foundation has resulted in more than 100 000 people receiving free basic computer education, setting up the e-School system and establishing nearly 500 public Internet access points. The newest project is Comupter Protection 2009. The website is in Estonian only.
  • Computer Protection (Arvutikaitse in Estonian) -  In 2006 an co-operation agreement was made among the Government and Computer Protection with a goal of shaping Estonia to be the safest information society in the world. Among others the main activities are increasing people's awarness of computer and online security and favouring the usage of the easiest means of self-protection in the Internet: ID-card and Mobile ID. The website is in Estonian only. 

ICT Organizations

  • Certification Centre - Certification Centre (legal name AS Sertifitseerimiskeskus) is Estonia's primary and currently the only certification authority (CA), providing certificates for authentication and digital signing to Estonian ID Cards. The core function of Certification Centre is to ensure the reliability and integrity of the electronic infrastructure behind the Estonian ID Card project. Theyfunction as a CA, provide certificates to the card and also the services necessary for utilizing the certificates and giving legally binding digital signatures. They also function as a competence center for ID Card and spread the knowledge necessary for creating electronic applications to the card.
  • eGovernance Academy - The e-Governance Academy (eGA) is a non-governmental, non-profit organisation, founded for the creation and transfer of knowledge concerning e-governance, e-democracy and the development of civil society.  Their mission is to train and advise leaders and stakeholders in using information and communication technology (ICT) to increase government efficiency and to improve democratic processes with the aim of building open information societies.
  • Estonian Information Technology Society - EITS represents the interests of professionals working in IT sector. It's mission is to create conditions for the development of it's members professionalism and business activity.
  • Estonian Association of Information Technology and Telecommunications (ITL) - ITL is a voluntary organisation, whose primary objective is to unite the Estonian information technology and telecommunications companies, to promote their co-operation in Estonia's development towards information society, to represent and protect the interests of its member companies and to express their common positions. Main activities of the association include popularisation of information and communication technology (ICT), promotion of vocational education and amendment of legislation.  
  • Estonian Information Technology College -  Estonian IT College was founded as a unique public-private partnership of Tartu Universty, Tallinn Technical University and the Estonian information and communication technology (ICT) industry in order to provide Estonia with high-level IT competence. The College is a private institution, established and financed by the Estonian Information Technology Foundation (EITF). It works very closely together with both universities as well as with IT and telecom industries. The EITF will further have a role in supporting the IT research and development activities of the academic universities and the private sector. The founders are interested in finding interested parties among companies both abroad and in Estonia, who would participate both in financing, supporting and managing the IT College.
  • Estonian e-University - Estonian e-University is a consortium of nine universities and applied universities. It's main functions are coordinating co-operation between participating institutions, increasing the availability of quality education, providing the means and know-how for successful e-courses and creating contacts for co-operation between foreign universities and business circles.
